A governance layer has a specific job. It does not replace every other part of an agent system.

Models still do the reasoning

DaemonCore supplies operating definitions and runtime controls around model-driven work. It does not make model output inherently correct or deterministic.

Orchestration still coordinates work

Deciding what work happens next differs from deciding whether it is permitted. DaemonCore's governance model is designed to remain distinct from a particular orchestration package.

Integration must be implemented and evaluated for the actual runtime. This is not a claim of universal framework compatibility.

Prompts still matter

The runtime compiles model-facing operating prompts from structured definitions. The distinction is between instructions supplied to an agent and authority enforced along an execution path.

The host remains part of the boundary

Credentials, tool access and network permissions affect what a worker can do. A governance contract does not substitute for host isolation or prove that every action is mediated.

Evidence retains its scope

A partial admission trace is not a successful end-to-end execution. Architectural illustrations are explanations, not captured results or security certification.
